Al Mahmoud Chairs Meeting of Committee Monitoring Implementation of Doha Document in Khartoum

 HE Deputy Prime Minister and Minister of State for Cabinet Affairs Ahmed bin Abdullah Al Mahmoud returned to Doha today from Sudan, where he presided over the 11th meeting of the committee monitoring implementation of the Doha Document for Peace in Darfur which was concluded today in Khartoum. 
In his remarks to the meeting, HE the Deputy Prime Minister and Minister of State for Cabinet Affairs stressed that during the last five years since the inception of the document many achievements were made in terms of power-sharing, wealth-sharing, the return of refugees and displaced persons, justice and reconciliation, security arrangements, and inter-Darfur dialogue. 
He added this is the eleventh meeting we hold since the committee was formed in accordance with the Doha Document for Peace in Darfur, as we held our first meeting in Doha in September 2011 and continued after that in El Fasher and Nyala, saying that today's meeting in Khartoum will review the progress that has been made in the implementation of the document. 
HE Deputy Prime Minister and Minister of State for Cabinet Affairs noted that the UNAMID mission will present during today's meeting a detailed report on what has been achieved until 26 April. 
His Excellency stressed that the Doha Document for Peace in Darfur succeeded in overcoming many challenges, and that the signatories of the document, both the government and the movements, have shown a high commitment to their obligations and cooperated fully in order to put the document into effect, pointing out that this was evident in the report presented today during the meeting. He however noted that some provisions of the document remained partially implemented, especially with regard to issues such as the payment of compensation and the return of displaced persons. 
Since the entry into force of the document Darfur has witnessed a speedy move toward recovery and return to normal life, overcome the difficult days, and continued its future development and reconstruction path, HE Al Mahmoud said, while praising the efforts made by the Darfur Regional Authority and the regional security committee for arms control in Darfur. His Excellency reiterated the importance of the continued implementation of the document articles, and the continued work of the institutions that have not yet completed its functions such as the commissions for voluntary repatriation, land affairs, security arrangements, Darfur reconstruction fund, justice and reconciliation.

HE Al-Mahmoud hailed the role of Darfur Regional Authority since its establishment on December 27, 2011 across the security, economic, social and political arenas, praising its patience in facing obstacles and challenges, highlighting the efforts of its chief, Al-Tijani Al-Sisi. 
On the topic of the return of the displaced and refugees, HE Al-Mahmoud said this issue is at the core of interest of the DDPD's implementation follow-up committee, calling on the governments of Darfur's five states to work on the return of the displaced to their original areas and enabling them to reclaim their job positions, and promote and enhance their capacities so as to become productive again. 
HE Al-Mahmoud urged the government of Central Darfur in particular to enhance its efforts in rehabilitating the health, social and educational facilities and provide drinking water and the basic needs for the return of the displaced and refugees to their villages. 
He added that the near completion of the implementation of DDPD doesn't mean the peace process is nearly accomplished, adding that some movements remained out of the agreement despite repeated calls for joining it. He said the document will always be open for any groups willing to sign it, noting that it is not only for Darfur bur rather for all of Sudan and has become part of the constitution. 
In his speech, he praised the positive developments at the Sudanese arena and the government's signing of the African roadmap that received backing from the U.N. secretary general, the African Union, the Arab League and the European Union. 
HE Al-Mahmoud called for reviewing the benefit of continuing the work of the follow up committee in light of the progress made in the implementation of the DDPD, the end of the term of Darfur Regional Authority, and the transformation of signing movements into political parties. However, he also noted the importance of keeping the committee in order to monitor the implementation of the remaining articles of the document. 
He added that Qatar will continue anyway its efforts that aim to bring all non-signing movements to the peace process so that Darfur would enjoy a lasting and comprehensive peace that prevents bloodshed. 
After the meeting, HE Al-Mahmoud held a joint press conference with Martin Uhomoibhi, the Joint AU-UN special representative for Darfur and head of UNAMID, in which he summarized the goal of the meeting and the decisions made during it. 
HE left Khartoum earlier today and was seen off at Khartoum International Airport by Al-Sisi, Darfur Regional Authority chairman and head of the Liberation and Justice Movement (LJM); Bahr Idriss Abu Garda, the Sudanese minister of health and president of the Liberation and Justice Party; head of the Darfur Peace Follow-Up Office; HE Rashid bin Abdulrahman Al Nuaimi, Qatar's ambassador to Sudan; and members of the Qatari embassy in Sudan.
